Update Notes 2018-11-29:
My ICBC Motorcycle Insurance estimator is now available:
It's ugly as hell and I can't guarantee it works. It's been accurate within a dollar on two ICBC bills I've checked. Report any inaccuracies => https://github.com/Lateworm/icbcmc/issues

This data describes motorcycle specifications and ICBC Insurance information exclusive to current production motorcycles available in Canada. Find out how the motorcycle you own or are considering purchasing fits within ICBC's Rate Class pricing structure. Even if you're not bothered about ICBC insurance, this base is also useful to compare motorcycle specifications.

Based on the data collected in this database, the following observations can be made about ICBC's 4 main Rate Classes:

Class 311 (111-400 cc)
Least powerful bike in the category: Honda Grom @ 9.6 Horsepower
Most powerful: Kawasaki Ninja 400 @ 48 Hp
Power range in this class: 38.4 Hp. The most powerful bike in this class is 5 times as powerful as the least.

Class 312 (401-750 cc)
Royal Enfield Himalayan: 24 Hp
Gixxer 750: 148 Hp
Range: 124 Hp, 6.16x. In BC, It is entirely possible to for the owner of a beautiful but modestly-powered Enfield to pay the same insurance cost as a sportbike rider with more than 6 times the horsepower. This is the broadest percentage difference of the 4 classes.

Class 313 (751-1150 cc)
Triumph Scrambler: 55 Hp
Kawi Ninja H2 R: 200 Hp
Range: 145 Hp, 3.63x. This is the broadest class in terms horsepower range.

Class 314 (over 1150 cc)
Triumph Bonneville T120: 80 Hp
Kawi Ninja ZX-14R ABS: 192 Hp
(Boss Hoss: 445 Hp)
Many riders pay high rates for large displacement, but this is not necessarily reflective of power output. Interestingly, the power output range of bikes in this class (excluding the Hoss because it's such a far outlier) fits entirely within the bounds of class 313, making this class obviously obsolete.
