This was happening during the Russia - Ukraine (NATO) conflict which was also involving Russia-US talks. Later on in her Telegram channel press-secretary of Ministry of Foreign Affairs Maria Zacharova "explained" that the WWII epoch truck was placed near the Ministry's building because of the anniversary of the complete lifting of the siege of Leningrad: "On the occasion of the 78th anniversary of the complete lifting of the siege of Leningrad, a legendary "lorry" was temporarily installed in front of the building of the Russian Foreign Ministry - one of ~ 4 thousand vehicles that delivered vital supplies along the "Road of Life" across Lake Ladoga to Leningrad besieged by the Nazis." The "coincidence" that this happened exactly during the multiple visits of the US and other diplomates to the Ministry is an open question.
