Since Vladimir Putin has been the country's president for over 20 years now (with a brief presidency of Dmitry Medvedev in-between which had still been looked at as "Putin's" de-facto), there are many instances which people already remember when what the president says is contrary to what is happening further on.
Not present in traditional media but in social networks, even VKontakte which is closely connected to the government. Some people are doubting the "tough" words of the President, pointing out at corruption and ineffectiveness of the government.

It is a relatively new narrative and it is very different from that expressed by the "opposition" middle-class part of the society. While the latter is accusing the Russian government of authoritarianism and violations of rights and freedoms; the former is more like cynical disbelief in the previously adored political figure.
