1. For administrative offences that are provided for by the present article, foreign structures that do not have established legal entity and are recognized as foreign media outlets that perfom functions of a foreign agent, are administratively liable as legal entities.
2. Part 3 of the present article understands gross violation as repeated (more than twice within a year) violation of the procedural requirements (established by the law of the Russian Federation of December 27, 1991 "On the Mass Media") for activity of a foreign media outlet that perfoms functions of a foreign agent, that was commited by a foreign media outler itself or by a Russian legal entity that has been established by such an outlet, their office holders, employees or representatives, or repeated failure by another person or entity, which is listed in the register of foreign media outlets that perform functions of a foreign agent, to comply with requirements provided for by the legislation of the Russian Federation in relation to the recognition as perfoming functions of a foreign agent
Failure to submit or untimely submission by an individual who is performing the functions of a foreign agent to the authorized body of information, the submission of which is provided by law and which is necessary for the authorized body to carry out its legitimate activities, or submission of such information in incomplete or distorted form, or violation of the procedure for the submission, except for the cases provided for in Article 19.34.1 of this Code, if these actions (inaction) do not contain signs of a criminally punishable act.
