User creates a PIN when they register to file an initial claim. According to claimant handbook, after claimant has filed (through this page) and is accessing information about their claim on the claimant portal, the sign-in process uses Google, Microsoft, or Apple account to login. So, it appears that at some point, claimant must have email and one of those types of accounts.
The claimant handbook notes that users will need to provide driver's license number and their mother's maiden name for identity verification. There is also a document uploader (see images under ID Proofing screens) but it's unclear when this is used. During data collection, could not verify that there was no additional identity proofing UX during the application process based on available info in supporting documentation.

UI Claimants must use or create a MyAlaska state SSO account to sign in to the portal.
Although you do not have to provide your Driver's License or State ID card # to submit an unemployment claim, the MyAlaska registration process asks users questions about their most recent PFD (permanent fund dividend) and their Driver's License or Alaska ID card to confirm their identity. Thus, indirectly, driver's license may be necessary PII to submit a UI claim. The guide to signing up for a MyAlaska account notes that during account setup user has to provide identifying information (like driver's license, etc.) but it's unclear if there is any active identity proofing UX besides providing this information.
Based on info in the online help guide, does not appear to require identity verification as part of the UI filing process.
